CBE and CSSD: how the two boards overlap in Calgary

Calgary has two publicly funded school boards operating across the city, and both are active throughout SW Calgary. Understanding the difference between them is the first step to making sense of school options in any neighbourhood.

The Calgary Board of Education (CBE) is the public secular board. It is the larger of the two, with schools in every part of the city, and enrolment is open to all Calgary residents regardless of faith. CBE operates the French Immersion programme, the IB programme at Western Canada High School, the Traditional Learning Centre at Glamorgan School, and a Montessori alternative programme at Killarney School, among others.

The Calgary Catholic School District (CSSD) is publicly funded but faith-based. It follows the Catholic curriculum and integrates faith formation into daily school life. CSSD gives enrolment priority to practising Catholic families, but it is a publicly funded institution and cannot exclude non-Catholic families outright. Non-Catholic households are typically admitted after in-faith families have registered, subject to available capacity at a given school. In many SW communities, CSSD schools do enrol non-Catholic families without issue, particularly in areas where the school has not reached capacity.

Both boards have schools throughout SW Calgary, and in several communities, families have a legitimate choice between CBE and CSSD options within a reasonable distance. Killarney, Lakeview, and Aspen Woods are examples of SW neighbourhoods where both boards have a school close by, giving families a meaningful decision to make at the elementary level.

The two boards operate independently: separate bussing contracts, separate registration systems, separate school-year calendars (though the start and end dates are usually close). If you are comparing a CBE school with a CSSD school, registration deadlines and bussing logistics are board-specific, so check each board's website for the current year's details.

Designated schools, school boundaries, and out-of-area enrolment

Every Calgary residential address falls within the catchment of a "designated" school for each board and each level (elementary, junior high, high school). Your designated school is the one your child has a guaranteed spot at, provided you live within its school boundary. Catchment maps are published by both CBE and CSSD and are searchable by address on their respective websites.

CBE organises its schools into numbered geographic areas. Within your area, you can apply to enrol your child at a school other than your designated one through what CBE calls an "Area Not Designated" application. These applications are accepted after in-catchment families have completed registration, so acceptance depends entirely on whether space remains. A popular school in a sought-after neighbourhood may close its waiting list before out-of-area applications are even reviewed.

There is no bussing for out-of-area placements. CBE provides bussing only to your designated school, and only when your home is beyond the walk zone (typically 2.4 km for elementary students). If your child is placed at an out-of-area school through an "Area Not Designated" application, the family is responsible for transportation. The exception is CBE's alternative programmes, which do have their own bussing routes even when the school is not your designated one.

CSSD works on a similar model. Practising Catholic households receive priority enrolment at all CSSD schools. Non-Catholic families can apply and are typically accommodated where capacity exists. Out-of-catchment applications are reviewed after priority enrolment is complete.

Choice programmes: French Immersion, IB, Traditional Learning, Montessori

CBE operates several choice programmes that are open to families across a wider geographic zone, not just a single school boundary. These programmes each have their own application process, separate from regular neighbourhood school registration.

French Immersion (FI) is available at designated CBE schools, with instruction delivered primarily in French from Grade 1. Early FI entry points are Grade 1 (and sometimes kindergarten at select schools); late FI entry is available at Grade 4 or Grade 6 at certain schools. Registration for FI opens in late January alongside regular kindergarten registration. Where demand exceeds available seats, CBE uses a random lottery draw. Siblings of current FI students at the same school receive priority. Bussing to the designated FI school is provided.

The IB programme at Western Canada High School (Grades 10 to 12) and the MYP (Middle Years Programme, Grades 7 to 9) are application-based, not address-based. Students from anywhere in Calgary can apply. Western Canada is a CBE school located in the inner SW, making it accessible to most SW families, but admission to the IB programme involves an application review rather than an automatic enrolment.

Glamorgan School in SW Calgary operates a Traditional Learning Centre (TLC) programme through CBE. TLC schools follow a more structured curriculum, with uniforms, a focus on academic achievement, and a strong emphasis on parent involvement. Glamorgan's TLC programme draws from CBE Area 7, meaning families from a wider zone across SW Calgary can apply. The TLC designation means Glamorgan also functions as a community school for Glamorgan neighbourhood residents, so both neighbourhood families and TLC students attend.

Killarney School runs CBE's alternative Montessori programme for Calgary. The Montessori programme is open to families across the city through an application process. Children already in the Montessori programme at Killarney receive priority for continued enrolment. A key logistics point for all choice programmes: your child's school may not be your nearest one, which affects drop-off timing and bussing routes.

Kindergarten registration windows and bussing

CBE kindergarten registration typically opens in January for the following September. CSSD opens registration on a similar timeline, usually in February. Both boards announce exact dates on their websites each year; the dates do shift slightly from year to year, so check the current year's announcement rather than going by prior experience.

The age requirement for kindergarten is that the child must turn five years old by December 31 of the school year they are entering. Children born in late fall (October through December) are often referred to as "young fives" and are eligible to start kindergarten the September of that calendar year, though some families choose to wait a year. Both CBE and CSSD allow this deferral at parent discretion.

Bussing in Calgary is provided when a student lives beyond the minimum distance threshold from their school: typically 2.4 km for elementary students. Many inner-SW communities, including Marda Loop, Killarney, Altadore, Glamorgan, and Wildwood, are largely within walking distance of their neighbourhood schools. Families in outer-SW communities like Signal Hill, Aspen Woods, West Springs, and Discovery Ridge are more likely to be bussed. Late registration is accepted by both boards but popular schools can fill to capacity, so registering during the standard window is advisable.

Common questions

Can non-Catholic families enrol at CSSD schools?

Yes. The Calgary Catholic School District is publicly funded and cannot turn families away solely on religious grounds. However, CSSD gives enrolment priority to practising Catholic households, particularly at the kindergarten and Grade 1 entry points. Non-Catholic families are typically admitted once in-faith families have registered, subject to available capacity. If a school is popular and fills quickly, non-Catholic families may be redirected to a nearby CSSD school with space. In practice, most SW CSSD schools do accommodate non-Catholic families, but it is worth calling the school directly in January to understand that year's enrolment picture.

How strict are CBE school boundaries in practice?

CBE school boundaries are the default, not a ceiling. Your designated school is determined by your residential address, and your child is guaranteed a spot there. How does the French Immersion lottery work?

CBE's Early French Immersion programme begins in Grade 1 at designated FI schools. Registration typically opens in late January alongside regular kindergarten registration. Does buying a home within a school boundary guarantee a spot at that school?

For your designated neighbourhood school, yes: CBE and CSSD both guarantee a spot to residents within the boundary. For choice programmes (French Immersion, IB, TLC, Montessori), no: these programmes use separate application and, in some cases, lottery processes that are independent of your address. Buying within the Glamorgan boundary, for example, does not guarantee a spot in the Glamorgan TLC programme. Confirm directly with the school whether the programme you want has a separate application, and ask about historical acceptance rates.

What is the difference between a "designated" and an "alternative" programme?

A "designated" school is your neighbourhood school: the one CBE or CSSD assigns based on your home address. An "alternative" programme (CBE's term) or "choice school" is a programme with a distinct educational philosophy, such as Traditional Learning, Montessori, or French Immersion, that families apply to regardless of address. Both boards offer online tools. CBE's "Find My School" tool at cbe.ab.ca lets you enter a street address and returns your designated elementary, junior high, and high school. CSSD has a similar tool at cssd.ab.ca. These tools are generally accurate, but addresses near boundary lines occasionally return unexpected results. Before making an offer on any home where the school boundary is a deciding factor, call the school directly and give them the full street address to confirm. School offices can verify enrolment eligibility in minutes and will tell you whether the address falls inside or outside the boundary.
